Jacareí and Taguatinga: green hydrogen already operating in Brazil
White Martins' green hydrogen plant in Jacareí (SP) has five MW of electrolysis, produces around 800 tonnes a year on a commercial basis and started operating in December 2025. In Taguatinga (DF), Neoenergia invested more than BRL 30 million in a plant with a vehicle refuelling station, within ANEEL's research and development programme.
The post does not say who finances the next scale. The Low-Carbon Hydrogen Development Programme, created by Law 14,990, signed into law on 30 September 2024 and reported by Agência Câmara, grants BRL 18.3 billion in tax credits in Brazil, but only between 2028 and 2032, with a cap of BRL 1.7 billion in the first year.
Between the demonstration plant and the tax credit there are at least two years of investment without this support. In that interval the cost of capital falls on the producer's balance sheet or on a regulated research programme, which remunerates demonstration and not a production line.
The scale of Brazilian hydrogen depends on who funds the interval between the pilot and the 2028 tax credit.
