Who pays the battery auction charge

The bill for capacity reserve auctions is apportioned through a specific charge levied on the sector. CanalEnergia published on 28 August 2026 that the allocation of this charge in the battery auction divides market players, with expected litigation linked to the imprecision of Law 15,269 and to the division of the costs that begin in December.

The text does not say under which rule these costs will be calculated over the life of the contract. ANEEL opened Public Consultation 25/2026 on 28 July 2026, which amends the Charges and Capacity Reserve Contracting modules of the Trading Rules, with contributions until 12 September 2026 and provisional effect from the opening date.

A capacity reserve contract remunerates availability for years. When the rule that calculates the charge changes after supply begins, the buyer projects cost on a basis still subject to revision and the seller books revenue subject to the same adjustment.

The cost of keeping capacity available is only known when the charge apportionment rule ceases to be provisional.
