On 27 October ANEEL approved Tender Documents No. 05/2026 and No. 06/2026 of LRCAP 2026, with 15-year supply from 1 August 2028; only the first includes local content criteria. After public consultation, the reference investment fell from BRL 9.8 million to BRL 6 million per MW.

CNN Brasil details the commitment: four hours at maximum power per cycle, up to 366 cycles per year, minimum efficiency of 85% and scheduled unavailability of up to 2.5% per year. NREL's Annual Technology Baseline 2024 estimates fixed O&M for batteries at 2.5% of capital cost per kW, including module replacement to maintain capacity over 15 years.

This cost has to fit within the bid. Revenue is fixed and falls when performance fails, so cell degradation and module replacement remain with the seller throughout the contract.

The auction will also reward the operating plan. Whoever budgets for replacement from day one enters with a bid that holds up for 15 years.
