Pronesp and solar in schools and health units

Federal deputy Marreca Filho (PRD-MA) introduced in the Chamber of Deputies Bill 4,947/2026, which creates Pronesp and allows the Federal Government to fund up to 50% of solar energy projects in schools and public health units, with priority for municipalities with a lower HDI and more outages.

The proposal earmarks the savings on the electricity bill for other needs of these buildings, but does not say who absorbs the risk if those savings shrink. Law 14,300, of 6 January 2022, in article 27, sets the progressive application of the distribution components to all compensated energy: 60% in 2026, 75% in 2027, 90% in 2028 and, from 2029, the rule of article 17.

Federal support covers up to half of the investment and the initial maintenance. The asset stays with states and municipalities for two decades, with operation, maintenance and inverter replacement in the local budget, while the avoided bill, the project's implicit revenue, falls under a rule already in force.

Pronesp's outcome depends on who answers for the difference between the projected savings and what remains after the article 27 phase-in.
