Open Energy: standardised and free consumption data

Migration to the free market has become shorter for some consumers. On 27 October ANEEL approved the Open Energy rules: standardised and free access to consumption, billing and metering data, an offer comparison platform operated by CCEE and a period of 90 days, instead of 180, for units in subgroups AS and A4 under the simplified model.

The rule targets where the flow is. Using CCEE data, Cenário Energia reported on 6 May 2026 that 4,827 consumers migrated in the first quarter, more than 70% through the simplified model, in force since July 2025. The free market totals more than 90,000 units.

A shorter period narrows the interval between the decision and the first month under the new contract. Portable data reduce the cost of comparing offers and of assessing customers. The page and the platform have up to 12 months after publication; the APIs, up to 24.

The separation between distribution utility and trader of the same group completes the competitive picture. Low voltage is left for a separate proceeding in the 2026-2027 Regulatory Agenda. For medium and high voltage, switching supplier becomes faster.
