Ordinance 143 and the capacity auction calendar to 2029
After LRCAP 2026, the MME set an estimated timetable up to 2029. Normative Ordinance 143, of 28 September 2026, provides for capacity reserve auctions in the form of power in the second half of 2027, 2028 and 2029, with batteries cited alongside hydraulic storage, hydroelectric and thermal plants. In an article in Canal Solar, Wladimir Janousek, for INEL, sees progress that deserves recognition.
The text of the ordinance, published in the Official Gazette (DOU) of 29 September, sets the condition for each auction: holding it depends on studies by EPE and ONS, to be submitted to the ministry by 30 April each year, under the sole paragraph of article 3.
30 April 2027 is the next verifiable milestone. It is in the studies that power, duration and location are quantified, parameters that INEL asks to be published with their calculation basis. For storage developers, the project is prepared by then.
The timetable gives a horizon; procurement still depends on defined studies and product. The inclusion of batteries indicates direction. The test, for INEL, will be the quality of competition in each round.
