Automatic time-of-use tariffs for low voltage

Post commented onPost by Canal Solar: “A forma como o consumidor paga pela energia elétrica pode passar por uma mudança importante…” See the full post in the Linus publication ↗

The White Tariff was created as an option for low-voltage consumers and remains little used. In Public Consultation 46/2025, ANEEL proposed applying the time-of-use tariff automatically to low-voltage units with monthly consumption from 1 MWh, around 2.5 million units. Canal Solar's article of 23 October analyses the contributions: there is consensus on developing the price signal and disagreement on who is included and how the time bands are defined.

Cenário Energia recorded that the regulatory impact analysis projects automatic application by the end of 2026. In its contribution of 17 March 2026, Abraceel argued for the 1,000 kWh threshold in 2026, above 600 kWh in 2027, and for smart meters not to be a prerequisite.

This point defines the interval until the first saving. Batteries, automation and charging only capture value once the time-of-use tariff is applied to the unit. If hourly metering becomes a condition, meter replacement starts to dictate when the investment pays off.

The final model is still missing. Knowing one's own hourly profile depends on no one. The moment to buy equipment depends on the rule.
