IRENA and aligning climate strategies with energy scenarios

Post commented onPost by International Renewable Energy Agency (IRENA): “How can energy and climate plans converge around countries’ decarbonisation pathways?” See the full post in the Linus publication ↗

Climate planning and energy planning used to run on separate tracks. IRENA has published new analysis on alignment between long-term low-emission development strategies and long-term energy scenarios, arguing that convergence gives a shared direction and helps translate long-term pathways into near-term policy, investment and implementation.

The universe at stake shows up on the UNFCCC long-term strategies portal: 80 Parties have submitted a long-term low greenhouse gas emission development strategy, the most recent being Guyana on 20 August 2026.

For an investor, a long-term strategy only counts once it becomes a calendar. A document with a 2050 target finances nothing; what finances is the auction, the public call or the permitting deadline that follows from it. That is exactly where alignment earns its keep: cutting the chance that the national energy scenario points at one technology while the contracting instrument points at another.

In Brazil this has a practical address: the ten-year plan, the auctions and the sectoral targets need to say the same thing about storage, hydrogen and transmission. When they do, a developer can price regulatory risk; when they diverge, the developer prices the worst case.
