Energy in the platforms of the twelve presidential candidates
Canal Solar published on 4 September 2026 an analysis of the government programmes of the twelve presidential candidates for the energy sector. Lower electricity bills, review of sector charges, storage and transmission expansion are the recurring themes.
No programme specifies who absorbs the cost if the subsidy cut does not materialise. ANEEL Technical Note 237/2025-STR, of December 2025, calculated the preliminary 2026 CDE budget at BRL 52.7 billion, of which BRL 47.8 billion is apportioned through the tariff. Law 15,269/2025 set the 2025 budget, of BRL 49.2 billion, as the reference ceiling per budget line from 2027, with the excess charged to the beneficiaries of each subsidy.
The design is in law and does not depend on the election result. Whoever contracted distributed generation or an incentivised source counting on the full discount will bear the portion exceeding the ceiling of their budget line, which alters the cash flow of contracts signed before 2027.
The CDE budget line that breaches the ceiling in 2027 is the variable that defines the electricity bill of the next presidential term.
