ABSOLAR and the storage agenda

ABSOLAR summarised in Solar em 1 Minuto its agenda for storage: predictability, compensation for generation curtailment and annual battery auctions. In the video, it reports having proposed to ANEEL that funding by centralised generators be removed from the tender documents of the capacity reserve auctions, a proposal that was not accepted, and cites a Volt Robotics study with savings of more than BRL 1.6 billion per year.

According to O Setor Elétrico, on 13 August 2026, paragraph 6 of article 3-A of Law 10,848/2004 assigns the costs of capacity reserve to generators alone, and Bill 3,716/2026, by federal deputy Arnaldo Jardim, repeals that provision, with the support of ABSOLAR and four other associations.

While the bill does not advance, the cost of contracted batteries remains with the generator, and the split between sources still depends on ANEEL regulation. The association acknowledges that changing the rule may require adjustments and delay the auctions.

For generation investors, the charge enters the model before the first battery auction. Defining early who pays gives the auction the certainty it needs to attract capital.
