PNE 2055: clean sources at 97% to 99% of generation
The Ministry of Mines and Energy approved PNE 2055, prepared with EPE. According to Canal Solar, clean sources reach 97% to 99% of electricity generation in 2055 in the scenarios assessed, compared with 96% in 2025. In the Net Zero scenario, generation reaches around 3,120 TWh, with wind at 36% and centralised solar at around 27%.
Approval came through MME Ordinance 938/2026, in an extra edition of the Official Gazette of 29 September 2026, according to O Setor Elétrico. There are three scenarios, Net Zero 2050 Transition, Extended Transition and Continued Transition, and the government states that they are neither forecasts nor official targets. Transmission may triple by 2055.
The PNE guides planning but does not guarantee the trajectory of any scenario. Whoever invests in generation, grid or flexibility on its basis bears the risk of the country taking another path, slower or faster.
The plan's value lies in showing what must happen for each scenario to materialise. A project that works in more than one scenario carries less risk. A project that depends on only one needs a contract to sustain it.
