In September, ANEEL revised its projection of the average tariff increase in 2026 from 8.6% to 9.4%, above estimated inflation of 5%, in the third InfoTarifas bulletin. Lux Energia recommends that companies with several sites budget 2027 distribution utility by distribution utility and review contracted demand and contracts nearing expiry.

A regulatory date enters this budget. Decree 13,097 of 12 August 2026 guarantees industrial and commercial consumers supplied below 2.3 kV the choice of supplier from 25 November 2027. Migration requires 90 days' notice to the distribution utility, and a return to the regulated market requires one year's notice.

For retail chains with low-voltage stores, the decision to migrate at market opening must be made by the end of August 2027. The comparison has to be complete: according to Abraceel data cited in the article, the long-term contract in the free market rose 59% between January 2024 and March 2026.

The 2027 budget can set out both scenarios side by side, with the notice period already in the calendar.
