Free market from 220,000 to 90 million potential consumers

The free energy market today brings together around 220,000 high-voltage consumers. With the opening of low voltage, the potential universe rises to around 90 million, said César Pereira, of CCEE, on Canal Conecta VI. Migration will be carried out by the retailer, with registration on a CCEE platform and automatic notice to the distribution company.

The calendar is in Decree 13,097, of 12 August 2026: free choice below 2.3 kV from 25 November 2027 for industry and commerce and from 25 November 2028 for the others, a single retailer per unit, notice to the distribution company 90 days in advance and supply of last resort only through the distribution companies until 31 December 2030.

The open deadline is ANEEL's, which must regulate sufficiently in advance, with no months fixed. Retailers need to prepare data exchange and service for a public with no experience in contracting.

For small businesses and low-voltage industry, the window opens in just over a year. Those who organise their consumption history and contracting criteria now will reach November 2027 ready to compare offers.
