Mandatory local content in LRCAP 2026 batteries
CIIA-PAC/CC Resolution 6, published in the DOU on 16 October, requires domestically manufactured products in the battery systems of the LRCAP 2026 National Storage auction, scheduled for 2 December, proven through BNDES accreditation.
BNDES's page for the auction details the yardstick: Stage 1 of the sectoral regulation, frozen for this auction, a minimum Productive Structure Index of 15% on the bill of materials, and assembly, integration and testing in the country. The certificate of conformity is scheduled for delivery on 7 May 2027.
One point weighs over the 15 years of the contract. Under the bank's current guidance, augmentation, the capacity added to offset cell degradation, does not need to meet local content requirements. BNDES notes that this still depends on alignment among the sector's bodies.
Capacity replacement enters the model from day one. If the guidance is confirmed in the auction notice, expected on 29 October, maintaining the contracted power until 2043 falls outside the origin requirement.
