The Andalusian Green Hydrogen Valley had been treated as an announced project. The repost records a different stage: Moeve has launched the $1.2-billion first phase, within a $3.3-billion effort aiming at 2 GW of combined electrolysis and up to 300,000 tonnes of green hydrogen a year, according to the material.

The deadline that organises this investment sits in European law. Article 22a of Directive (EU) 2018/2001, in the text consolidated on 20 November 2023, requires renewable fuels of non-biological origin to reach at least 42% of the hydrogen used in industry by 2030 and 60% by 2035.

The obligation falls on Member States, not on the plant, but it is what creates the regulated demand behind long-term contracts. Iberian refineries and ammonia plants have to swap grey hydrogen for renewable within that calendar.

For anyone building now, the useful window is the interval between construction and 2030. A permit or grid delay postpones revenue and shortens the time the plant runs inside the deadline that created its market.
