TCU freezes BRL 5 billion meant to cut power bills
The TCU blocked BRL 5.02 billion arising from the renegotiation of hydropower generators' debts for the use of public assets, funds that had already been earmarked to reduce electricity bills. The decision may raise tariff adjustments for 22 distribution utilities, mainly in the North and Northeast.
What is not said is who absorbs the amount that no longer comes in. According to Agência Brasil, in a report from May 2026, ANEEL had approved BRL 5.484 billion as a tariff reducer for these same 22 distribution utilities in the 2026 tariff cycle.
A withdrawn tariff reducer does not disappear from the bill; it changes payer. Without the funds, the adjustment rises where the tariff is already highest, and captive consumers in the North and Northeast absorb the difference, with a direct effect on the energy cost of industry and commerce in the region.
The decision on who covers the blocked BRL 5.02 billion decides the adjustment for the 22 distribution utilities in this cycle.
